OK I'm sorry to do this but at 5 cents per post over a fifteen minute time period assuming the job seeker can post 15 posts in 15 minutes (1 minute per post) you are talking a whopping $273.75 per year.

You really can't be serious or you need to get a better grip on logical thinking, or a better marketing guru, or more money.

I would opt-in but the payroll is bit low :(. You can however hire people to do something like this from a freelance directory. (e.g. rentacoder)

$0.05 pretty less. better you do it yourself and save $0.05 per ad. :)
