All my ports are "Stealth"

Whenever i use the GRC ShieldsUp! probing tool, 90% of my ports end up in "Stealth" mode. I'm using a Westell Wirespeed 2200 modem, and I'm on a Vista Home Premium with Nortan Anti Virus + Internet Security. My modem firewall is currently on "None". Any help would be appreciated.

Edit - I tried to probe with my antivirus turned off, and windows firewall turned off, it still is in stealth mode.
