There are two ways to achieve this. The first is by far the easiest.

Click on Start
Click on Run
Type gpedit.msc and press enter
Under Computer Configuration click the plus sign next to Administrative Templates
Click the plus sign next to Windows Components
Click on Internet Explorer
In the right hand window pane scroll down till you see Turn off "Delete Browsing History" functionality, double click it and set it to enabled.

This will affect every user that uses that computer.

I need to do this for an XP PRO machine also. I followed the instructions but could not find Internet Explorer after clicking on the + sign next to windows components. Is there a different method for XP PRO?

The group policy settings above will only affect Internet Explorer unfortunately. For Chrome you may need to look at this link:

For Firefox there may be another method and would require some research.
