CMD

How to re install CMD.?
It has disappear and won't show up when I click.

Click Start > Run.

In the Run dialog box, type the following text:
sfc /scannow

Click OK.
The Windows File Protection dialog box appears and a system scan begins. You may have to insert your Windows installation CD.

Follow the prompts.
"There's no place like 127.0.0.1 except for ::1."

I did but the CMD was not installed, what els can I try again?

What happens if you go to start>run and type cmd.exe?
In C:\WINDOWS\system32 do you see cmd.exe?
"There's no place like 127.0.0.1 except for ::1."
