Well, you can do it two ways:

Go to Display Properties > Appearance Tab
Click Effects

From there you can Check or Uncheck 'Use Large Icons'. Small Icons are 32x32, Large are 48x48

Or Display Properties > Appearance Tab
Click Advanced
Select 'Icon' under the Item drop down and adjust the size.
They might look funky if you set a size other than 32x32 or 48x48.

Go start ,and at the top of the task manager (were in your case it should say administrator) right click on that ,and click properties.
Then click the start menue tab, then click customize, and you will see it there, top (select an icon size for programs)

Now go start ,control panel, display, appearrance, and click the effects,
there you can hit the dropdown bar and select clear type.(nice on the eye's) and below that you can also select bigger icons .
