CPU usage shoots to 100 soon and while scrolling pages

Hello,
I am unable to solve a problem in my system. The problem is that the though after startup, the CPU usage comes down to 0. Later when I open the browser or a word document of a considerably larger size of about 10 pages, I notice that when I scroll up or down, the CPU usage raises immediately to 100 and hangs and I am forced to wait till it recovers. Also, the typing in word document would appear late and this affects my working very much. In addition, playing DVDs on players like powerdvd and nero seems to produced choppy playback. Can someone please help me rectify this problem.
Currently, am using Office 2003 on Windows XP service pack 3 with the resolution being 1152x864.
On seeing a suggestion online, I have disabled the virtual paging file size entirely as I use 1 GB RAM and also unchecked few from startup.

All other applications seems to load fine with no driver problems. Even if not working the CPU usage remains at 0 which tells me no other application is running in background.

Please help me in this regard.

Look at the device manager for hardware conflicts and the event viewer for software errors.
