Creating a domain server in windows 2003 server

I'm receiving a static IP address from my ISP and I want to create a domain server with Windows 2003 Server. If I create my domain server as a forest domain server, will there be any conflict with my ISP's domain server that gives me my IP address? If it is, what sort of conflict and do they know that I created a domain server on my end? On the other hand, if I have to create a domain server under their forest domain server, what are the procedure? Let's say their forest domain server is and I want my domain server name to be myDomain.local, is it required to get my ISP's permission before I can setup my domain server to be under their forest domain? Another word, do my ISP have to give me some sort of password or permission on their forest domain server to accept my sub domain server?

Any suggestion or help is greatly appreciated.
