This can be done fairly easily. Here is a link on how to do it

It involves making a .adm file and importing it into your Group Policy. This will add a new policy which can be found at:

Computer Configuration | Administrative Templates | Custom Policy Settings | Restrict Drives

The policy for restricting IE settings is found at:

User Configuration | Administrative Templates | Internet Explorer

I'm sure you will find a setting that will accomplish what you need.

I'm not sure what TOOL you are referring to so if you could explain that better I would be able to help you better.
