Is it possible to disable the USB mass storage driver in Windows XP and Server 2003 so that usb keyboards and mice work but usb flash drives/ipods etc do not work?

I know there is 3rd party software that can do this but I'd rather not have to buy and deploy this.

Ideally it should just be the case of disabling the driver for the usb mass storage device or something?

With flash drives it is easy since it will use a drive letter. Not sure about iPods.

You can restrict the drive letters using Group Policy.

The policy can be found at User Configuration\Administrative Templates\Windows Components\Windows Explorer\Hide these specified drives in My Computer

Set it to enabled and then there are preconfigured options. If you need to add other options it requires editing the .adm file
