Encryption Certificate

I started up my Windows 7 machine and got a funny message. It was a prompt (much like you get when you copy and paste files and it asks you to overwrite) that asked if I wanted to backup my encryption certificate. It had the option to do so, long with a remind me later and never. I clicked the backup and it opened this window below.

I then closed it because I've never setup any sort of encryption and the program had no icon.
