FTP problem

Can any one help me out. Like I have a FTP set up on Windows XP Home. I set up a FTP using Bullet Proof FTP server. I have created user added a directory, user name, password. The problem is that no one can connect to it. The FTP port is set to port 21. The windows firewall is disabled. I have a Norton 2004 System works Pro. and i disabled the firewall for it to but still no one could connect to the FTP. When some one tries to connect to the FTP it gives this error message:
"Windows cannot access this folder. Make sure you typed the file name correctly and that you have permission to access the folder. Details: The operation."

Do you have the user's home directory set to that folder? You have to make sure that they have the permissions to access that folder. What happens if you turn Norton off all together? Can people connect then?

the problem is solved. It was just that the ISP connection was suppose to be a PPPoE but it was some thing else.
