Tons of interesting tibits of info about DNS cache here:

http://www.google.com/search?hl=en&lr=& ... s+cache%22

Normally for 2000/XP machines this takes care of it:
http://www.tacktech.com/display.cfm?ttid=330

I just couldn't see that it was an issue with the local machine, since all three had the problem. He could try that, but I still think it goes back to the ISP's DNS server.

Unrelated -- while doing a bit of searching I discovered this interesting resource. http://www.zdnet.co.uk/print/?TYPE=stor ... -20000009c ( so if nothing else works from my suggestions I'm glad I got involved just to find that.)

I also have a problem loading the us.army.mil secure site with IE 6 and with Mozilla Firefox. However, I am able to load many other secure sites across the web. I am going to contact my ISP tomorrow to ask about this particular domain / IP, and I hope to get some results. I have tried everything I can on my own PC. If I learn anything, I will post it.

I called my ISP today, and explained that I, along with others in my area, have trouble accessing the site. The techie wasn't able to explain the cause of my problem, she only gave me this retarded work-around: I have to change my IE connection settings to use a specific proxy server whenever I want to use the site. As if this wasn't enough to piss me off, the site takes about 10 minutes to load using this method.

So, I don't know what the difference is with using the proxy server. The only thing I've learned is that my ISP is lazy and doesn't know what's going on in their own system. Anyway, I'm still not satisfied. I'm going to call back when I calm down and maybe they will have their collective head out of their collective ass.

When you use a proxy server, you are "skipping" your ISP's DNS servers and using the proxy server's DNS servers instead. In a case where an ISP's DNS servers aren't resolving a website, this would be a viable workaround, although quite the pain.

Here's a brief skeletal outline of how DNS works (a little difficult to understand, but if you read closely you'll follow it)

http://cr.yp.to/djbdns/intro-dns.html

Anyone can clear their own computer's DNS cache by going to start|run and typing

ipconfig /flushdns (or doing it on a command prompt line if necessary).

DNS servers have a time out for it, and some can be up to 7-10 days.

If the DNS server has cached a page as a dead link and it hasn't timed out, or they don't manually flush it, then it will 404 on you.

That may not be 100% spot-on, but it should be pretty close. I'm writing that mostly from memory instead of looking it all up.
