Are you using an account with administrator permissions?

Mine shows an apply button that has to be clicked before Ok. If you are already doing that and it still doesn't work, open a command prompt and run:
cd \ press enter
attrib -h *.*

If you want system files to show as well"

attrib -s -h *.*

That was a test. Did the command prompt work? Do the folders appear in explorer now?
