High CPU usage

Hello guys.

I have the following problem which starts to really piss me off. When I do stuff everything is ok. The CPU usage is normal, but when i stop using it after 30-40 sec the CPU is on 100 % usage. When i run the task manager and the problem occur a process pops up - system32.exe which is taking 100 % of my CPU. This process immediately disappear and the usage drops down when i move the mouse. I tried disconnecting the mouse - didn't fix it. Please give me some ideas because i cant even watch a movie or youtube video, because when i am on 100 % usage i see videos in frames.

Seems odd. What version and build of windows and hardware specs?
