Icons dont work

Im running windows vista 64-bit and all was fine until a few weeks ago and now every time i download a program of the web it has this error, I can access the program from the folder its stored in ie program.exe but if I try to load it from a shortcut nothing happens! Its a pain.
Ive tried running it as admin and same problem, the UAC even comes up asking me if I want to run it and you click yes and still no response any ideas?

check the target path of the shortcut icon properties to make sure it is correct?

Particularly make sure the drive letter path is the correct one.
