Hi i am Just thinking.

i wanna give password to my system for installing anything to system.
Whenever if any one tries to install anything to system, he/she need administrator password to install. With out that he/she can not install anything to system. As condition for the cd burning also.

Is it possible?

there is no such "registry trick". sorry :P
your next best bet would be to find a program that allows you to password protect folders and use it to put a password on all your folders that the system doesn't need access to.
good luck with getting that working tho :P
