Hmmm, glad you got it fixed. Sadly it didn't work for me.
Still the same, very similar problem.

Shouldnt Subnet Mask . . . . . . . . . . . : 255.255.0.0

Be 255.255.255.0

I Found the WinsockXpFix, it finally fixed the problem listed below.
After calling AT&T about the slow speeds they said there was a problem.



I know this is an Old post but I am running into this problem now and nothing is fixing it as most links are dead.

March 2009...I had one of the AntiVirus malware infections and had the symptoms listed in this thread. I'm happy to report that the Winsock fix still works.
