limiting folder access to user in xp?

How can I set the permission that user can only access file in his account. Also, can only store files to his account only, must store files anywhere in the hard-disk?

I do not yet have an answer but would instead like to suggest these other valuable options to protect security/limit users: require password for accessing BIOS on startup, restrict control panel options, restrict context click options(right-click/properties), barring access to command prompts, specifically regedit.(Some I am not sure if they are possible) The control panel one I am reading about, but it is a registry edit and I don't feel comfortable doing that yet but I will write more about that later.(I will need to complete the reading first, weep.)

what version of windows?

start > run > gpedit.msc gives you a plentiful amount of restricting options. most are done via registry keys, but M$ has provided gpedit as a graphical tool for committing them instead of playing in regedit.
