Missing DLL, Also a Shell32 missing link

I have a friend which has a Starting program error, where it cant locate the SHLWAPI.dll. I try installing the dll via MS-Dos, when I did it the computer displayed a diferent error

"The Shell32.dll file is linked to a missing SHLWAPI.dll: SHReGETUSValueA"

in both errors after clicking in the OK button, it will display another mesage

"Error loading Explorer.Exe
You must reinstall Windows"

You guys have any Idea of how to fix this?

Which version of windows is he using?

You'll need a boot disk with a cd-rom driver.

Try the disks here: http://bootdisk.com/bootdisk.htm

After downloading your boot disk of choice, place a blank floppy in the drive, run the executable and follow the instructions.
