things like flashdrives, digital camera, webcam, printer, wireless mouse. they all work in other computers and i know theres nothing wrong with them cause i use them on my desktop pc and they work fine.

Let's look at it from a different angle. What's the model of the Toshiba, the OS version and the service pack that are running?

If I haven't asked already, have you looked at the logs in the event viewer? If you haven't please do.

its a toshiba A135 satellite series with vista home basic(the cheap gay-ass one)

I would take a second look in the BIOS just to be sure that everything is set properly. The I go to the device manager again, open the USB controller list, double click on USB root hub and go to advanced. Make sure that allow windows to shut this device to save power is NOT checked.

Also, make sure that plug and play is started in services.

If all that fails, Service Pack 1 for Vista is ready. It may or may not help.

everything seems to be enabled but it still isnt working. where is the best placed to get the service pack 1 at?

Here are some shortcut keys for Windows OS:

Alt + Tab - Switch between open applications.
Alt + Shift + Tab - Switch backwards between open applications.
Alt + double-click - Display the properties of object you selected.
Alt + Print Screen - Screen shot for the program you are currently in.
Ctrl + Esc - Bring up the Windows Start menu.
