Outlook Contact and Tasks Sharing

I need to setup two people to be able to share contacts and tasks. Really I need one person to be able to add,edit,and delete the other persons. However, I need no email sharing. We are using google apps premier and I don't know if their collaboration settings will allow Contact/Tasks collaboration without email. Also, I know Outlook tasks are not stored on google servers so that's out of the question. I've looked at 3rd party tools but confused and can't find the right one that's simple.

I thought the following could work.

I export the contacts and tasks to a new data file to a folder on the person's computer outside the Appdata folder. I then set the folder up to share over the network with the person who needs to make the edits. I then add the data file to the editor's outlook.

Please let me know if there's a better way of doing this.
