ok So the problem wasn't exactly what i thought it was.

my friend reformatted his comp and he backed up all his pictures and music etc. into a cd-r using an old hp burner. his hp burner prompted him for DAL 2:1 compresion. he selected no and comtinued to burn. problem is not he cant see anything in his cds. They are burnt , becuase the amount of freespace that was left in them is the size the cd reads to be. the comp cant acess the rest of the information but it is there.

anyone have any idea as to what could be going on here ?

You might try ISO buster

If this doesn't work for you, try a google search for "CD data recovery" or similar.

Good Luck.
