Problem with file windows\system32\ntoskrnl.exe

Hi everyone. I am currently having major problems with my computer, a dell inspiron 8600. I had run (through cc cleaner) a delete duplicate files scan. Well it ran it, i deleted the files, but made the mistake of not looking at every single one of the 20,000 files it deleted. After a few events, i am at the stage where i know the problem, but i cannot fix it.
windows\system32\ntoskrnl.exe is missing. I have the disk to reinstall it, but windows will not load and through the command area, BOOT /DSKCFG is not working becuase of a missing file. Basicly, im stuck in the ocean without a boat. I am about to head over to a friend's house, who is good with computers as is his father.
please if you have any useful information or ideas, respond back ASAP.

Try doing a search on here. There is a post that helped me fix the problem on a friends computer. Also windows has some info on the subject. Good Luck!
