SP3 for Windows XP has been out for quite some time now.

Windows Service Pack 3 comes with a lot new updates and even if you are using SP2, you need not format your Hard drive and can just install SP3 by installing an update file.

Windows Service Pack 3 arrives with a lot more new features and security updates. You can even shift to SP3 from SP2 just by installation of an update file.
