software wont turn off comp

Hi guys.
I just recently did a OEM install of XP. The user is a friend of family and had ME that had way to many problems to correct. I used a OEM version of XP rather than the XP upgrade. It took a little longer than the upgradable version, but I had no problems with the install. I did driver upgrades and xp upgrades before I had left and used the OS to restart after I was done.
She called me a couple of days later and said that the OS would not shut off the comp, and gave "It is safe to turn of your computer now" message. I told her just to press the button to turn it off for now. I don't have the comps information at this time, but I can get it .
I was just wondering if anyone has encountered something like this and what did they do to fix.

Did she install yahoo IM after you left? One time the tray icon was causing that problem. That icon can be deleted without any problems.

If that's not it. reset the BIOS defaults or flash the BIOS if there is an upgrade.

Those are the only 2 things that I've seen so far cause that problem.
