System State Backup Restore Problem

this problem regarding system state backup

our server dell PE series i was using 50 domain user and i was apply group policy of the user. i have small problem last friday i took system state backup on windows 2003 server. and now i formate my server because some problem now i installing windows 2003 server same machine and i was configuring ADS but not creating user. if possible i restore by old system state backup.

very need full
