The licensing mode for the Remote Desktop Session Host serve

Please anybody have any idea of the below error message?

Set the licensing mode on the Remote Desktop Session Host
server to either Per User or Per Device by using RD Session Host Server Configuration tool.
Use RD Licensing Manager to install the corresponding RDS CALs on the license server.

I install about 3 server in the same year for the past 2 year they have all being working fine
then all of a sudden I am unable to remote to one of them
when I log on to the server locally to the RDC session host configuration
I saw the error above.

meanwhile the other servers are working fine, i can remote to them without any problem
have anyone come across this issues?
is it a corruption of file somewhere?
please advice

Do you have enough CALs for all the servers? Check the configuration and log files on the server having troubles and then compare it to the servers still working.

I have uninstall the remote Desktop services Role
and now I can remote to the server.
what do you think?

With just regular RDP you can only have two remote sessions to the server. If that works for you then I would say you are good to go, if you need more than two remote connections you will need that role installed and sufficient CALs to support the number of connections.

I think one of the techs did that because we don't have Cals for this server and the connection has alleyways been limited to 2
