Trying to remove user from GAL

I am trying to remove several users from the GAL. In two of the cases, I do not want to delete or disable their accounts, simply prevent them from showing up when you open the address book. I have:

clicked Hide from address list under Exchange advanced properties,
removed the different groups each account was a member of,
restarted all the exchange services, rebooted my computer

still, the account keep appearing. What am I missing?
