Unmountable boot volume

This problem has occurred on my son's notebook. I have a Windows XP CD, but whenever I try to reboot using the CD, it won't work. It is a fairly new CD that I borrowed from the Systems Dept. where I work so I know the CD is good.
I've tried pressing F7 but it only takes me to the choices of Safe Mode, Safe Mode with Networking, etc. It won't boot to safe mode or to the Previous Configuration.
What can I do to get to the Windows Setup screen?

You need to boot from the cd which is in the BIOS menu. For my computer I press F2 during boot up. Not sure if pressing F2 to get into the BIOS is universal for all computers. Once in the BIOS you should see options to boot from multiple devices, one of which will be the CD drive.

I've already changed that to boot from the CD and it still won't boot up. I made it to the setup screen the previous day, but it wouldn't read my CD that is why I borrowed one from work. Could it possibly be a bad external CD drive?
