using dos command to rename file

How ro use windows batch file to rename a file to format

fileName_ddmmyyyy.txt

where original is

fileName.txt

Will there be a mixture of files which have, and have not already been renamed from previous days in the working directory ?

Is ddmmyyyy the date when the batch file is executed, the creation time of the file, or some other date ?
Strong with this one, the sudo is.
