I had a computer brought to me that was badly infected. It had everything from simple spyware to the Smitfraud virus and the rogue XP Antivirus program... I've gotten it all cleaned up I think, but I still cannot access the registry or other admin tools. The pc is using XP Home, so going in as the admin requires safe mode. I have run spybot, installed a new, up-to-date virus scanner and did a complete scan. All clean. I also installed gpedit.msc (It doesn't come on XP Home) and the prevent access to registry is disabled. I'm not sure what else I can do.

These look to me more like Spybot deleting the files it renamed:

They should disappear when you reboot the computer. If they do not then remove them.

That did it! at least some of those files were the ones giving me grief! Thanks for the help.
Also, After I got rid of those files, I found that I was still being denied access to the registry. If you goto start >run and enter the below line it will unlock the registry again. Worked perfectly. Thanks for the help guys
REG add HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\System /v DisableRegistryTools /t REG_DWORD /d 0 /f
