I noticed in vista that for example lets say you have a .exe on your desktop and if you drag and drop lets say a picture of text file then basically you hold it over the .exe you see a little blue + sign and if you drop the icon on the .exe it basically opens it like you would double click to open it...what is that called

I'll try it later but what opens, the exe or the txt file? I'm not sure if the answer to your question is "alternate data streams".

The .exe opens, nothing to do with ads i think

If the exe opens, it thinks you clicked on it.

hmm, Not sure what it's called but I know Exactly what you are talking about, Ive done it a couple of times on accident. Like if you drag a .jpg onto the mozilla firefox icon the image will open up in firefox.

Not sure if it has an official name so id say make one up and patent it :)
