Why Can't I Turn On Firewall

What firewall are you referring to?

Do you get any error messages?

Have you checked Event Viewer for problems?

where will i get error messages? i cant even click the TURN ON or even TURN OFF button. it sims to be blur or something.

and it seems my date keep coming back to January 1 2002 even i change it correct. when i reboot sometimes it will come back to January 1 2002. please help. i know somethings wrong with my computer.

For the firewall here are some things to try

1. Rebuild the Winsock LSP chain. To do this, follow these steps:
a. Log on to the Microsoft Windows XP workstation as an administrator.
b. Click Start, click Run, type cmd, and then click OK.
c. At the command prompt, type the following, and then press ENTER:
netsh Winsock reset

WOW! THANK YOU SO MUCH! HAHAHA! HOW CAN I REPAY YOUR KINDNESS? AFTER ALL THE SITES IVE VISITED THIS IS THE ONLY ONE THAT HELPED ME. WOW! THANKS MAN! oh one last thing.. Every time i reboot and when windows comes to desktop the MY COMPUTER thing always POPS UP. why is that? anyway thanks grinch2171 you really helped me. thanks!
