windows 2000 question

I just got virtual pc with windows 2000. What do you type in at the start up after c:/>

Isn't Virtual PC one of those PC emulation programs like VMWare? Such as allow you to run Win2000 and another O/s Simultaneously? If so I would imagine you would need to install an O/s into that Virtual Computer, Most CD-Rom's are bootable so you might just need to fiddle the Boot Order in the BIOS to get it booting off CD.
