Someone please help me, this has happened to me once before. If you press the power button on your computer while it is saving its settings (shutting down) or starting up (Loading Bar) It will make it so you can't load up windows anymore, it has a list of choices when I start up.

Safe Mode
Safe Mode with Networking etc.

And

Last Known Good Configuration

And

Start Windows Normally

Someone tell me what to do! My hard drive is 20gb and has been partitioned into 2 drives c and d

This is a safety precaution built in to most Windown clients.

It allows you to choose which configuration you want to load in order to troubleshoot the initial problem.

What made you get this screen in the first place?
Had the PC locked up on shut down?

Depending on the answers to the above questions will determin the option to choose, also depends on whether your confident enough to troubleshoot the actual issue.
