Windows.old after upgrading to Windows 10

I've updated to Windows 10 from Windows 8.1 and I've decided that I won't be going back. In my C drive main directory (C:/) there is a folder named Windows.old which takes up about 16gb. My question is, is it safe to delete this folder?

I would assume it is a backup for the one windows incase you want to downgrade, i always do a clean install so everything is fresh.
