software that won't drop 60fps frames when doing30fps output

What software should I use to take my raw 1280x720 60fps .avi capture files and re-encoded them to 30 fps files that YouTube?

I can do this now with Windows Movie Maker, but it drops every second frame when converting from 60fps to 30fps. Whenever you have fast moving ojbects (as in my game) this looks horrible. I want the all the input frames to be considered and motion blurred together.

I'd like to hear your guesses, but would LOVE to hear from anyone who knows exactly what I am talking about and how to do it!!!

You might try an open source NLE like http://sourceforge.net/projects/positron/ it's bound to have conversion tools that will give you some control over interlacing, etc.
