Adwords Quality Score --Its not just about content?

Posted this in a few forums but haven't gotten a decent answer just yet...

I have 1 domain which is travel industry specific. and another which i really just use for my personal site

Site 1: Travel related
Site 2: BS personal site..


I took a page from Site 1, created a campaign for it full of some relevant keywords and the minimum bid is 10$. Then I put the exact same content on site 2 and its minimum bid was .50 cents. If anything site 1 is more relevant for the keywords and the second one is in no way relevant..

What would be causing this?

It will always be a mystery how Google works, I think they want to keep you guessing and keep people from abusing the system, it may have to do with the fact that one site is personal and Google doesn;t value that as highly.

right but my point was that the personal one was able to get a decent bid ( .50 cents) and the one that is actually related to travel has a min bid of 10$...
