Google is so strict in terms of paid links in recent PR update and many sites invlve in selling or buying links have dropped Page rank as

"Buying or selling links that pass PageRank is in violation of Google's webmaster guidelines and can negatively impact a site's ranking in search results."

So we must avoid to involve in selling or buying links.

if purchased links are added to a site without the intention to manipulate rankings, then there'll be no problem with it..

Well this is a myth. All major search engines still rely heavily on link popularity. Google will never harm a site selling or buying on relevant sites. If you have a sports site then you can certainly give outbound links to other sports sites. That seems logical no problem about that. Even if you pass PR, theres no problem with it. However if you are giving links to web design site from your sports site then theres a problem and anyone can easily tell that its a paid link because both sites are not relevant.

On the other hand, Blog links or reviews are hot these days reason being bloggers can write about anything they like, if you are writing a review about a product or a service they would naturally give links to that site. Those are proper contextual links so theres no problem.

Who cares about PR anymore, do you? as long as you have thousands of backlinks from relevant sites you'll be ranking highly on every search engine out there doesnt matter if you are PR0.

If paid links were so harmful, then link exchange should also distroy your site. A bot is a bot and in its eyes, a link is a link, they dont care how you got it. Your site should lose pr but it doesnt...just think about it :)
