I think we all know that incoming links is better that outbound links but we must also consider outbound links for which we should provide our visitors more information.

But please don't get more than 20 outgoing links on a particular page.

well..... its good to have 20 outbound links per page you can also go for more but not exceed from 30 outbound links on a page.

It will be also a good idea to link some authority website on the top of the new link page for quick indexing....

it takes 2-3 weeks before you got into rankings. the best way to do is continue do SEO

Try to get some natural back links through interesting contents cause google like unique contents with natural back links. Put blog on your site and post fresh contents in it with text links to your site. You may also try social bookmarking and pr submissions for your site.

I have to say, these are all really good tips! IMO, right now you should:

A.) Research competitors and what attracts your visitors

B.) Then put your focus into your sites onpage optimization

C.) Start doing manual link submissions to free directories (backlink check your competitors and start there)

D.) Improve content and keep repeating the above cycle for a year

E.) Start a blog and connect this with your website, improve your content and linking structure

F.) When you get the chance, start submitting articles with backlinks to your website (different keyword per article) I waited too long to do this, but I jumped from 7 and 10 to 1 and 3 in the SERPS for 20 Keywords I have been trying to grab.

G.) Repeat A-F continuously till you're happy with the results

After 1 or 1 and 1/2 years you will not be #10, but #1 for all your keywords (this depends on the level of on/offsite optimization and keyword competiviness). So when should you start.... you should have started last year, so get to it.

Optimised your site using your target keywords. Get and submit to quality links that is related to your site such as directories. Article directories, blogging and social bookmarking is much effective to be in top 10 in google. of course create unique and quality content that is related to your site.

Actually it's impossible to get listed in google top 10 in fix keyword...

This won't get you in top 10 but your website can be searched many times and may be if same keyword is searched then you can be listed in first one alsop but temporarily.
