PR Change

I have a confusion. Can you please help me?

I have a site whose index page PR is currently 3 & resource page PR is 2. I have created another resource page whose PR is currently 0. If I add relevant links of those sites whose index PR is currently 0 (they can also be new sites) in my new resource page, will it hamper my PR of index page?

Kindly please help me in this issue.

PageRank is a “vote”, by all the other pages on the Web, about how important a page is. A link to a page counts as a vote of support. If there’s no link there’s no support

I believe adding relevant links will not hamper your pr of the index page.
