dear friends,

we are using webposition for years and it has performed very well, but google discourages automated submissions....

1. Is it better to submit manually?... what is the difference?

2. does google penalise usage of webposition?

I didn't realize Google had a position in opposition to automated submissions.. I'm interested in hearing more as well.

for more information

Don't use unauthorized computer programs to submit pages, check rankings, etc. Such programs consume computing resources and violate our Terms of Service. Google does not recommend the use of products such as WebPosition Gold™ that send automatic or programmatic queries to Google.

Yes.
If you're important enough to be ranked, Google will find you.

There's a high probability that Google has no reliable means of determining which sites have been submitted in bulk through automation.

Google would ideally block anything that identified itself as somthing Google doesn't want to deal with, meaning the submission must be happening through cloaking or not at all if the company doing automated submissions is still around.

Yep, Google has always been against it, unless you use their API. When I use to use WebPosition, I always remembered to not use it for Google.

It is preferable to submit manually as it gives us the flexibility to change the anchor or title tags
