No. Google PR has nothing to traffic. It's about backlinks.

Google PageRank depend on total amount of your site's BackLinks (Quality + Quantity + Relevancy).

Hi
My newly contructed site have PR 3 but with no ranking.

what you think about this? (I got PR in Nov 2007 then in April 2008 and now in July 2008 step by step).

I have a new site for about 8 months. http://www.corporateseal.us.
I do find it on google search result. But my PR is 0.
My site have about 19 pages have been indexed by google. I expect that my PR at least is 1. I heard about Google Sandbox. If it is just a delay?
What should I do to improve my PR?

If any websites visibility in SERP's through many keywords then it generate more traffic on it. Google evaluate the web page once in three month and give backlinks and PR according to the strength and effectiveness of the page.

Nope. Pr is calculated through backlinks.

PageRank is measured by the quantity of backlinks you have link build with quality websites that are relevant to the theme of your site.

While I agree that PR has got nothing to do with traffic, however if you consider that keywords + back links would ultimately lead search engines to drive traffic to your site and eventually lead them to increase your pagerank... It's all linked in a way, but can't just depend upon traffic to get PageRank. I mean you can get automated traffic using traffic exchange, but that would not lead you to get a high pagerank.

No, PR is entirely and only change by backLinks.
