How does Google look at my link?

I've been doing pretty good on some personal SEO projects, but want some clarification. I want to build the link to do well on search engines, but I don't want to be repetitive and/or penalized for keyword stuffing.

If these two links were pointing to my site, does Google prefer one over the other?
>> Family Dentist, Cosmetic Dentist Sitka Juneau Alaska
>> Family and Cosmetic Dentist Sitka Juneau Alaska

If trying to do well for these cities on Cosmetic Dentist and Family Dentist, does the more concise one work? Or should I use the repetitive one?

The assumptions that I'm going under are:
1. Very few users enter Google searches for exact phrases
2. Google may give higher preference for words that are closer together in a link, but will also give value for all the words in the link. (i.e. the second link in the dentist example would help build rank on a search for family dentist sitka and family dentist juneau, as well as all the other combinations and permutations)

Personally...I wouldn't do either.

I am only guessing what your main terms are in those phrases, but here are my recommendations to start out with:

Sitka Family Dentist
Sitka Cosmetic Dentist
Sitka Dentist
Alaska Family Dentist
Alaska Cosmetic Dentist
Alaska Dentist
Juneau Family Dentist
Juneau Cosmetic Dentist
Juneau Dentist

Then these same keywords in plural form.

Yes, you should optimise your site with most relevant kws.
You should not worry about the search of visitors, if search engines found relevant keywords then your site will come in SERPs.

Make sure you understand what kind of keywords to use, make sure they are very specific to what you company does or is.

Do some keyword research and choose the best ones.

Make sure to put the keywords in your links.

Yes Choose best suitable keywords for your business which are less compititive.
