Can anyone help me with the promotion of my site on Google thru off page activities. Can you tell me the list of activities to be performed to promote my website on Google.

- Press Release submission
- Blogging and commenting on relevant blogs
- Social networking
- social bookmarking
- forums
- many more

I've been thru link building tasks for a while and I can say that these are the most effective methods(*in my case):
Press Release Submission
Article Submission
Social Bookmarking
Social Networking

Target proper keywords before starting off with any of the said processes. Then increase back-links by submission into directories and then indulge into relevant link exchange. Article submission, social bookmarking can only be effective if you have substantial number of back-links to flaunt...

For increasing new visitors for a website, somebody told me that there is a kind of software which can change IP address of the computer and keep clicking with different IP from same computer, anybody knows about this?do you recomend this way? if it is a efficient way, please recommend me a good software. thanks.

DON'T try to cheat Google, it never works (in the long run, that is)
I highly doubt that this software works, besides, even if it did, it would get you fake traffic which means nothing. The traffic is not an indicator for a higher PR.
