Sigs, directories etc. are good for getting started. After that, hard work :)
A1 Website Analyzer - Fix broken links, duplicate titles, custom search...
A1 Sitemap Generator - Create HTML/CSS, image, video and XML sitemaps...

a few month ago i was a person that always think about PR. But after that, i really don't care much since it just like a grad in university. The most important is our site originality.

I put my effort more on developed a good contents and if i got a time im still considering link exchange and directories submission.

PR does not directly realte to your rankings in google so the fascination with it can be a waste of resources.

Perfectly said - focus your time elsewhere.

Hi !

PR is not an out dated concept....it is very good and important aspect of Google organis results.
Page Rank shows your site's link popularity, i.e. how much links your site is getting from the other relevant and authenticated sites.

As you said above that there are many sites which are having higher PR but have lower position in SERP....this is because that google organic result is a factor of the relevancy and PR. Even if your site is having higher relevancy with the search query and slightly less PR, google will show it on the top. Similerly, if your site is having higher PR with slightly less relevancy then in this case also it will help your site to get the good position in SERPs.

You can increase your back links by :

Link baiting
Directory submission
Article submission to the article submission sites
Press release submission
Social networking and bookmarking sites, etc.
