How do I get my files indexed by the search engines after a redesign where file names have changed?

Aslong as google has a way into your site it will re-cache it, anything that isn't there anymore will be lost and any newly linked page names will be updated.

If you can get some backwards links so it re-caches it quicker

Depending on how easy the access is to the site will depend on how long it will take to re-cache.

Changing your design and filenames have great impact to SERP ranking. You need to start promoting it again. Build more links as what you did before in order to gain good reanking. Create sitemap for faster crawling and indexing of your site.

If you have just changed design and not the content then there is not much to worry but if you have changed filenames ( url )then you have to take care for getting backlinks for those changed pages.
301 Redirect your old pages to new named pages.
Update your sitemap and upload it, use Google webmaster guide. All the best !
