Keywords in anchor title tag

I've read various things about whether or not anchor title tags are a factor in SEO. It seems that if they are relevant, may as well put them, unless you are trying to keep code ultra-lean.

My question is, what is considered spamming when it comes to putting keywords in anchor title tags? For example, on http://themebot.com/new-free-web-layouts/ I use the following title tag for each web layout that has been added, "Preview and download this free web layout". Each page in that section is limited to eight layouts, so for each page of new layouts the title tag is repeated eight times. Would this be considered keyword spamming by Google?

So long as the sentance makes sense in your language, it's not spamming. No hard numbers will help you here.
