This is a great place to start. Some are paid and some free and some reciprocal. The best links you can get are ONE WAY links. Those sites do take their time sometimes to place your link. This site also gives you info on whether they are paid or free and the pr ranking.

You can also hire a submission service. If you need help with that, I know someone who is great at this!

Roboform if you need an automatic submitter but if you need link exchange, the best way to get it is from forums!

It would be better if you would just get one way link from directories.

Problem with article submissions is that they get buried very quickly. There are so many articles submitted daily.
Try to get a link on a pr3 or higher blog. Also, start creating content blogs and keep adding articles. Create 5 high content blogs relevant to your topic. Then, add your links. Don't spam, but add a few hyperlinks in a few articles on your blog. You will see that this WILL help.
Optimize your site as well! It is a blend of things that helps you move up on Google.
