This is what I found..."PageRank is a function of Google that measures the quality of a website on a scale of 0 to10. The theory is that high quality sites receive a higher PageRank based on visitors and traffic your site receives. PageRank is a “vote”, by all the other pages on the internet."

Page rank is the recommendation given by Google. Google first examines the websites through its various algorithms, then gives PR to a web site.
Some webmasters are telling that higher the back links higher is the PR.
PR does not remain constant it changes according to the optimization of the web site.
